HR Staff (HR Managemet - Project)

The position

Division Summary:
At OIST, the HR Division offers comprehensive assistance to staff throughout their entire employment journey, from initial enrollment to exist. Comprised of four distinct sections, each with a unique focus (Recruitment & Training, Assignment, Labor Affairs, and Salary & Attendance Management), the HR Management Section is dedicated to essential HR responsibilities, including social insurance, salary disbursements, and attendance management.

We are seeking a highly organized, proactive, and tech-savvy individual to join our team in HR Management with a focus on integrating IT and AI solutions. In this role, you will manage various HR operations and contribute to key projects aimed at improving efficiency, compliance, and employee satisfaction within the organization. Your expertise in IT and AI will be essential in driving innovation and leveraging technology to enhance HR processes.

About OIST

The Okinawa Institute of Science and Technology Graduate University was established in 2011 to contribute to the development of science and technology worldwide and to serve as a hub of innovation in Okinawa. OIST is a dynamic new graduate university of science and technology in Okinawa Prefecture, Japan which offers a 5-year PhD program and brings together outstanding researchers from across the country and across disciplines to conduct cutting-edge scientific research.

Responsibilities
  1. Project Management:
    • Participate in HR-related projects from initiation to completion.
    • Assist in developing project plans, timelines, and resource allocation in collaboration with stakeholders.
    • Coordinate project activities, meetings, and communications to keep all stakeholders informed and engaged.
    • Evaluate project results and identify opportunities for continuous improvement in HR operations and processes.
  • IT and AI Integration:
    • Identify opportunities to incorporate IT solutions and AI processing to enhance HR operations and project management.
    • Collaborate with IT teams to implement and maintain HR technologies and systems.
    • Analyze HR data using AI tools to provide insights and support data-driven decision-making.
    • Stay updated with the latest trends and advancements in HR technology and AI to propose innovative solutions.
  1. HR Operations Management:
    • Execute day-to-day HR operations, including but not limited to employee onboarding, offboarding, payroll processing, benefits administration, and employee data management (role assignment determined by experience and organizational demand).
    • Ensure compliance with company policies, procedures, and regulatory requirements related to HR operations.
    • Handle employee inquiries and provide assistance on HR-related matters.
    • Collaborate with cross-functional teams to streamline HR processes and improve overall operational efficiency.
    • Maintain accurate HR records and generate reports as needed for analysis and decision-making.
Qualifications

(Required)

  1. Experience in project management, including developing and executing project plans.
  2. Knowledge and experience in IT systems and AI applications, ideally in an HR context.
  3. Ability to analyze data and generate actionable insights using AI tools.
  4. Excellent organizational and time management skills with the ability to prioritize tasks effectively.
  5. Strong analytical and problem-solving skills with attention to detail.
  6. Excellent communication and interpersonal skills with the ability to collaborate effectively across teams.
  7. Proficiency in MS Office Suite (particularly Excel, Word, and PowerPoint).
  8. Business-level Japanese and English with high communication skills.

(Preferred)

  1. Certification in HR (e.g., SHRM, HRCI) or project management (e.g., PMP, PRINCE2)
Compensation and Benefits

Expected Annual Salary: 3,500,000 - 6,500,000 yen 
*This amount represents the expected annual salary range for this position, which will be determined based on your experience and skills in accordance with the OIST Employee Compensation Regulations.

Employment Term

Full-time, fixed term appointment for 2 years. Contract initially with 3-month probationary period (inclusive). This contract may be renewed by taking into consideration the performance evaluation, conduct, and behavior of the Employee and OIST’s financial and other circumstances.

Working Hours

Scheduled Working hours: 9:00 – 17:30
Rest period: 12:00 – 13:00

Flextime (core time 10:00-15:00) 7.5hrs per day (Multiplied by prescribed working days per month)

 

Holidays:
Saturday, Sunday, National holidays, and Year-end and New Year holidays (Dec. 29 – Jan. 3)

Leave:
Annual Paid Holidays, Summer Leave, Sick Leave, and Special Leave
