Facility Management Section Manager
The Facilities Management Section Manager plays a crucial role as the leader of the Facilities Management Section, supporting OIST's world-class research environment. This position is responsible for strategically managing an annual budget of approximately 1.2 billion yen and overseeing the efficient maintenance of facilities and equipment.
With new facilities becoming operational in fiscal years 2024 and 2025, the role requires balancing facility management cost optimization with maintaining appropriate service levels. The manager will be responsible for sustainable facility operations through strategic budget management, efficient facility maintenance planning and implementation, large-scale repairs, streamlining risk management, and improving staff development and organizational efficiency. We are seeking a candidate with cost-consciousness, an innovative approach, and the ability to lead change.
The Okinawa Institute of Science and Technology Graduate University was established in 2011 to contribute to the development of science and technology worldwide and to serve as a hub of innovation in Okinawa. OIST is a dynamic new graduate university of science and technology in Okinawa Prefecture, Japan which offers a 5-year PhD program and brings together outstanding researchers from across the country and across disciplines to conduct cutting-edge scientific research.

- Efficient Facility Management Operations
・Develop and implement strategies to optimize facility and equipment maintenance costs
・Promote energy efficiency initiatives
・Optimize and digitize business processes - Strategic Budget Management
・Create and execute cost-efficient budget proposals
・Strictly manage and analyze budget execution
・Develop medium to long-term facility management plans - Optimization of Facility and Equipment Maintenance
・Formulate and implement efficient maintenance plans
・Optimize contracts with external vendors and improve operational efficiency
・Strengthen preventive maintenance to reduce lifecycle costs - Streamlining Large-scale Repair Plans
・Develop cost-effective repair plans
・Efficiently manage the progress of repair work - Efficient Risk Management, in collaboration with the Risk Manager
・Establish effective fire and disaster management systems
・Optimize and regularly review Business Continuity Plans (BCP)
・Implement cost-efficient safety measures - Efficient Parking and Vehicle Management
・Develop and implement parking optimization strategies
・Manage and operate university vehicles efficiently - Staff development and improvement of Section efficiency
・Organize the workplace environment and create systems to enhance staff operational efficiency
・Set clear work objectives and provide continuous growth support through feedback
(Required)
- 10+ years of practical experience in facility management or related project management
- Experience in public works procurement procedures and preparing necessary documents
- Proven experience in reducing maintenance costs for large-scale facilities.
- Experience in efficient budget management and large-scale budget operations
- Experience supervising 5+ subordinates and multiple external vendors
- Bachelor's degree or higher in a science or engineering field
- Advanced negotiation and communication skills
- Ability to work in both Japanese and English (TOEIC score of 850 or higher)
- Proficiency in Microsoft Office 365
- Valid driver's license

- Practical experience in extending facility lifespan and efficient large-scale repair planning
- Practical experience with CAD and BIM
- Energy management or energy-saving related qualifications
In accordance with the OIST Employee Compensation Regulations
Expected Annual Salary: 8,800,000 yen

Full-time, fixed term appointment for 2 years. Contract initially with 6-month probationary period (inclusive). This contract may be renewed by taking into consideration the performance evaluation, conduct, and behavior of the Employee and OIST’s financial and other circumstances.
Scheduled Working hours: 9:00 – 17:30
Rest period: 12:00 – 13:00
As this is a managerial role, the working days, working hours, and break time do not apply to general employees' prescribed working hours.
