Risk Manager

The position

Reporting to the Secretary General (SG), the Risk Manager is delegated the SG's authority and responsibility regarding risk management and business continuity under emergencies.
The Office of the Secretary General where the Risk Manager belongs, supports the Secretary General in providing oversight and coordination of all non-academic administrative matters and is responsible for Risk Management.

This position is funded by the J-PEAKS Grant, which was approved by the Japan Society for the Promotion of Science (JSPS).

About OIST

Responsibilities
  1. Diagnose the structure and operation of the current OIST Risk Management Framework (RMF) to identify possible deficiencies and refine the framework to address such deficiencies
  2. Promote and monitor the operation of OIST RMF, giving advice to and interacting actively with the Executives responsible for the management of each risk, recommend the priorities in risk management to OIST upper management from time to time, and proactively revise its Risk Matrix and Risk Management Plan, through consultation with Executives and deliberations in the Risk Management Committee
  3. Provide regular training on the RMF to the OIST community
  4. Serve as the Secretary of the OIST Risk Management Committee
  5. Assess the current OIST Business Continuation Plan Library to develop and implement the revision plan for easier-to-understand content and simpler structure while maintaining its effectiveness
  6. Plan and conduct various emergency response drills and further refine OIST emergency response capabilities.
  7. Provide advice to Executives on the matters related to crisis management in each Division
  8. Serve as the Emergency Response Coordinator, including:
    • Taking the lead in the initial response to natural disasters, such as disseminating information on approaching typhoons and tsunami warnings.
    • Designing and implementing a safety confirmation tool. Review the tool's configuration and operation to redesign its implementation based on communication channel characteristics and tool structure.
  9. Coordinate with local police (excluding matters related to VIP protection), fire department, and other agencies related to disaster and crisis management.
  10. Support the Research Integrity Committee’s investigation capability
Qualifications

(Required)

  1. Experience in developing risk matrices and plans, and managing organizational risks based on them.
  2. Knowledge of risks that any institution may encounter, as well as risks specific to academic and research institutions, including new types of risks related to research integrity/security that may arise with the increasing internationalization of research activities
  3. Ability to communicate adequately in oral Japanese with the police, fire department, and other public safety agencies during normal and emergency situations.
  4. Ability to communicate effectively in English, both orally and in writing, with Executives and other stakeholders within the University.
  5. Ability to independently compile lengthy English documents such as Business Continuity Plans (BCP).
  6. Ability, attitude, and aspiration to willingly engage in two-way communication with Executives and other various stakeholders within the university and create a proposal that will gain as much buy-in as possible.
  7. Willingness to actively learn new things by utilizing OIST standard communication and IT tools in our operations

(Preferred)

  1. Experience in risk management in academic and research institutes
  2. Qualifications of Fire and Disaster Prevention Managers. If you do not have the qualifications, it is expected that you obtain them as soon as possible after assuming the position.
Compensation and Benefits

In accordance with the OIST Employee Compensation Regulations
Expected Annual Salary: 11,000,000 yen
