Chief Information Officer
Reporting to the President and CEO, as a member of the Executive Team, the Chief Information Officer (CIO) is responsible for the management of the IT division, which comprises the IT Program Management Office, Institutional application and helpdesk Section, Information Security Section led by the Chief Information Security Officer (CISO), and ERP Core Project Section. The CIO is responsible for developing and implementing a robust ICT and information security strategy in alignment with the OIST 2024-2029 strategy and providing oversight to IT projects, including renewal of ERP system and administrative process automation. OIST`s institutional application environment consists of the following as its core: SAP, ServiceNow, Salesforce, One Identity, MS Azure, AWS, MS Office 365, and Active Directory.
The Okinawa Institute of Science and Technology Graduate University was established in 2011 to contribute to the development of science and technology worldwide and to serve as a hub of innovation in Okinawa. OIST is a dynamic new graduate university of science and technology in Okinawa Prefecture, Japan which offers a 5-year PhD program and brings together outstanding researchers from across the country and across disciplines to conduct cutting-edge scientific research.

- Develop an IT strategy that builds an effective and efficient world-class institutional computing environment with ERP renewal at its core, closely coordinating with the Scientific Computing and Data Analysis section (SCDA) in the Core Facilities.
- With the support of the CISO, in close coordination with the SCDA, develop and implement a robust information security strategy.
- With the support of the IT PMO Manager, establish:
i. IT governance process,
ii. IT Configuration management and
iii. Enterprise architecture function. - Manage and develop IT staff members to elevate the competencies of the IT Division staff members.
- Oversee ERP renewal and business process automation projects.
- Oversee the end-user computing services, including mobile services and helpdesk.
- Ensure the protection of the University’s IT and digital assets, maintaining integrity, security, and privacy of information.
- Lead IT Division in contributing to the annual strategic business planning process.
- Develop and monitor the annual ICT budget.
- Other duties and responsibilities as assigned by the President.
(Required)
- A master`s degree in business administration, IT management, computer science, or related field. An additional five or more progressive experiences in IT management may be considered a substitute for those with only a bachelor`s degree in the above fields.
- At least fifteen years of progressive professional experience in IT management with emphasis on enterprise applications, five of which should be at the executive level or equivalent at an institutional level.
- Experience in managing administrative computing and application infrastructure.
- Experience in the implementation and support of ERP systems.
- Experience in IT program, portfolio, and project management.
- Working experience in IT governance, configuration management, and change management associated with institutional level enterprise application implementation.
- Working experience in management or oversight of IT security programs/functions.
- Working experience in a diverse international and multi-cultural environment.
- Strong communication skills.
- Strong people management and coaching skills.
- Native-level fluency in oral and written English language.
- Excellent presentation skills
- Extensive experience in high-level management of research or education ICT environments
(Preferred)
- Business-level oral and written Japanese language.
- Certification in project management, IT service management, and information security, such as PMP, ITIL, and CISSP, are advantages.
- Experience working at a research-oriented educational institution in natural sciences.
