Procurement Staff(Tender&Contract)
The Procurement Section of the Finance Division is responsible for the procurement of goods and services such as research equipment, materials, and office supplies, as well as the process of properly handling domestic and international travel expenses for assignees and faculty members. As a university that receives most of its operating funds from public sources, we are accountable to the taxpayers, so we work hard every day to ensure that our procurement and travel expense processes are efficient and timely, in addition to complying with laws, regulations, and rules, as befits a world-class university.
The Okinawa Institute of Science and Technology Graduate University was established in 2011 to contribute to the development of science and technology worldwide and to serve as a hub of innovation in Okinawa. OIST is a dynamic new graduate university of science and technology in Okinawa Prefecture, Japan which offers a 5-year PhD program and brings together outstanding researchers from across the country and across disciplines to conduct cutting-edge scientific research.
The university is located on 85 hectares of protected forestland overlooking a beautiful shoreline and coral reefs. The campus is striking architecturally, and the facilities are outstanding. To facilitate multidisciplinary research, there are no academic departments. Outstanding resources and equipment are provided and managed to encourage easy access and collaboration.

- A series of administrative procedures related to competitive bidding, non-competitive contracting, public solicitation, and Includes handling of contracts in English. (Excluding construction projects)
- Responding to accounting inspections and various audits, and preparing reports related to procurement.
- Maintenance and revision of procurement-related rules and regulations
- Management and operation of electronic bidding system
- Operation and input of accounting system
- Management and operation of the university's insurance program
- Other related work
In the future, the successful candidate will be transferred to a procurement, budget or accounting related position within the Finance Division to become an OIST finance professional.
(Required)
- at least 3 years of experience in procurement, accounting, or general affairs
- experience in handling ERP (integrated business system)
- excellent interpersonal and communication skills in Japanese and English, and the ability to handle tasks (accurately and quickly)
- intermediate computer skills (Microsoft Office, etc.)
- business level English skills (TOEIC 700 approx.)

- experience in bidding
- experience in public procurement
