Chief Information Officer/ Vice President of Information Technology

The position

We are seeking a visionary Chief Information Officer (CIO)/ Vice President of Information Technology (VPIT) to lead our state-of-the-art university into the future of technology and research. As a senior OIST management team member, you will define and implement innovative ICT and information security strategies that drive world-class research and teaching. You will oversee critical IT projects, safeguard digital assets, and manage a substantial ICT budget. With over fifteen years of experience in IT infrastructure and enterprise applications, you will bring exceptional project management skills and a passion for security. Fluency in English is required, and Japanese proficiency is a plus. Preferred certifications include PMP, ITIL, and CISSP. The University's IT Resource environment serves the needs of more than 1,200 faculty, researchers, students, and administrative staff, including hundreds of managed computers (Windows and Mac) and servers (Windows and Linux), and research laptops, workstations, and network-enabled equipment, as well as operating two high-performance clusters for general (>60,000 cores) and data-intensive (100 GPU) research computing, and managing a large research data storage and backup system.

About OIST

The Okinawa Institute of Science and Technology Graduate University was established in 2011 to contribute to the development of science and technology worldwide and to serve as a hub of innovation in Okinawa. OIST is a dynamic new graduate university of science and technology in Okinawa Prefecture, Japan which offers a 5-year PhD program and brings together outstanding researchers from across the country and across disciplines to conduct cutting-edge scientific research.

Responsibilities
  1. As a senior member of the OIST management, provide leadership and direction in all aspects of the University’s computing environment.
  2. Define, develop, and implement the overall ICT and information security strategy and policies to facilitate and deliver world-leading research and teaching and an efficient administration.
  3. Lead and develop the University’s digital transformation strategy and contribute to the development of the University’s research strategy.
  4. Lead and manage ongoing IT projects including the ERP replacement project.
  5. Oversee the research and administrative computing services and ensure that they conform to the University’s policies, meet the University’s needs, and comply with relevant regulatory requirements.
  6. Ensure the protection of the University’s IT and digital assets, maintaining integrity, security, and privacy of information.
  7. Provide advice and guidance to all areas of the university on ICT procurement and vendor contract negotiations (hardware, software, and major infrastructure and systems)
  8. Develop and monitor the annual ICT budget.
  9. Engage and represent the interests of the University in national and international ICT initiatives.
Qualifications
  1. At least fifteen years of experience in enterprise applications, IT infrastructure, and networking technology, preferably in a research environment
  2. Experience in managing administrative computing and networking.
  3. Extensive experience in project management, especially in ERP implementation
  4. Strong commitment to and experience in computing and networking security
  5. Fluent in English with some Japanese as an advantage
  6. Extensive experience in high-level management of research or education ICT environments
  7. Certification in project management, IT service management, and/or information security, such as PMP, ITIL, and CISSP, is an advantage.

Scheduled Working hours: 9:00 – 17:30
Rest period: 12:00 – 13:00
As this is a managerial role, the working days, working hours, and break time do not apply to general employees' prescribed working hours.

Saturday, Sunday, National holidays, and Year-end and New Year holidays (Dec. 29 – Jan. 3)

Leave:
Annual Paid Holidays, Summer Leave, Sick Leave, and Special Leave
